Three months after Papua New Guinea's cabinet ordered the cancellation of flawed land leases, only 5 companies have voluntarily handed back their titles.
Millions of hectares of traditional land has been affected by a land-lease scandal centred on Special Agricultural and Business Leases.
Many of these so-called SABL's were issued for 99 years, without proper process or permission of landowners.
In June, PNG's cabinet, known as the National Executive Council, ordered 29 SABLs be cancelled.
A month later, the Land Titles Registrar, Benjamin Samson, started writing to the companies concerned asking for their return of their titles, but he says the response from title-holders has been slow.
